Creating the Annual Renewal Program
An annual capital renewal survey will be conducted by Regional Managers to identify any new renewal needs. An annual program of projects is developed for review and confirmation by the Capital Renewal Committee (CRC) with the information from the Regional Manager survey in addition to projects identified in the 10-year strategic plan. Once the CRC provides initial approval, the annual plan is referred to the Capital Projects Committee for final approval, usually in June of each year.
10-year Strategic Capital Renewal Plan
The program leadership developed a 10-year strategic renewal plan, for CRC and CPC review and approval, by incorporating data from former deferred maintenance priority lists, the comprehensive 90-in-90 building evaluation effort, Facilities Services prioritization requisitions, and Regional Managers’ recommendations for inclusion into the program.
An annual program of projects is developed in May, from the 10 yr strategic plan, budget call requests, Facilities Services recommendations, condition surveys, occupant concerns, Regional Manager requests, for review and confirmation by the Capital Renewal Committee (CRC) each year, then the annual plan is referred to the Capital Projects Committee for final approval in June.
Off-Cycle or Emergent Renewal Requests
The respective department and/or college should contact their Regional Manager. The Capital Renewal Program has developed a standard procedure for the Regional Manager to submit an emergent renewal request for consideration. The request will be evaluated by the program management and determined if appropriate approvals are in place to proceed with request or the full Capital Renewal Committee will need to evaluate and approve the item. Due to the complex nature of the emergent requests, and process for evaluation, the program will strive to respond to the requests within the financial quarter they are submitted.
